2012 IBA BSC GMs Meeting and Reception

The IBA’s Banking Sector Committee (BSC) held its seventh General Managers Meeting and Reception on April 5th at BNP Paribas in Marunouchi. 34 people attended the meeting, which featured a special address by Mr. Toshihide Endo, Deputy Director General of the FSA’s Supervisory Bureau. Mr. Endo began by referring to the Better Regulation initiative, in which some new regimes were introduced (including foreign bank agency business). He moved on to mention Japan’s deposit insurance system, provision of risk money, and international regulations, among other points. He stressed that the FSA always welcomes feedback and requests from IBA members. A question and answer session followed.

After the speech, 80 people attended a reception, which was attended by GMs, senior IBA member bankers, and high-ranking officials from the FSA, the BOJ, and the MOF. This annual event continues to contribute to increasing the level of dialogue between the financial authorities and market participants.

The IBA’s Banking Sector Committee (BSC) held its fifth General Managers Meeting and Reception on February 24 at Standard Chartered Bank’s Priority Banking branch in Marunouchi. Some 40 people, including 28 GMs, attended the meeting which featured a special address by Mr. Tokio Morita, Director of the Banks Division I of the FSA’s Supervisory Bureau. Mr. Morita summarized Japan’s financial system crises since the 1980s, drawing attention to lessons for banks and regulators. He also discussed how the FSA is changing its supervisory approach in light of the global financial crisis, and implications for foreign banks in Japan. A lively question and answer session followed.

After the speech, 80 people attended a reception for GMs as well as other senior IBA member bankers and high-ranking officials from the FSA, the BOJ and the SESC. This afforded IBA member bankers and senior government officials the opportunity to speak directly to one another in a relaxed setting. The bankers and government officials appreciated the opportunity to interact in a relaxed setting. The event contributed to the shared goal of increasing dialogue between the financial authorities and market participants.

The IBA held its 25th Annual General Meeting (AGM) on November 30 at the Hotel Okura, welcoming over 70 senior executives from member firms, primarily CEOs, GMs and department heads.

During the meeting the IBA’s leadership summarized the significant achievements over the year, including: providing input on the elaboration and implementation of the firewalls regulations, inspection process review, tax reform and the foreign bank agency business application process; strengthening the IBA’s presence among key decision-makers; expanding dialogue with regulators in Japan and overseas; and continuing to offer specialized seminars and member services.

The opening remarks were given by Mr. Katsunori Nagayasu, Chairman of the Japanese Bankers Association (JBA) and President of The Bank of Tokyo-Mitsubishi UFJ.

After the meeting, there was a special address by Mr. Katsunori Mikuniya, Commissioner of the Financial Services Agency (FSA), which was attended by over 150 people.

In his first address to the IBA’s membership, the Commissioner discussed: Japan’s experience with financial crises; the international debate on regulatory reform, particularly within the G20 and at the Financial Stability Board (FSB); the strengthening of Japan’s financial and capital markets; and the enhancement of compliance and governance.

The IBA’s annual reception concluded the events of the evening. Nearly 180 people joined, including senior executives of member firms; senior regulators and private sector executives from the broader financial sector; and financial attachés and central bank representatives from major countries. FSA Commissioner Mikuniya and Mr. Takehiko Nakao, Director General of the MOF’s International Bureau, offered opening remarks. Once again, the reception proved to be an excellent opportunity for individuals from all sectors of the financial services community to discuss matters of common interest in an informal setting.

Financial Business Environment in Japan: Current Progress and Future Change

On June 22, 2009, the IBA organized a luncheon attended by 130 people with FSA Commissioner Sato at the Hotel Okura. This was Dr. Sato’s third speech as Commissioner to the IBA.

There were three components to the speech: a progress report on the FSA’s “Better Regulation” initiative; an overview of the Better Market Initiative (BMI) and its implementation; and a prognosis for future regulatory changes arising from the global financial crisis.

2008 IBA Annual General Meeting Summary The IBA held its 24th Annual General Meeting (AGM) on November 25 at the Hotel Okura, welcoming 80 senior executives of member firms, primarily at the CEO and GM level. Highlights of the meeting included addresses by Mr. Naoyuki Shinohara, Vice Minister of Finance for International Affairs, and by Mr. Seiji Sugiyama, Chairman of the Japanese Bankers Association (JBA) and President and CEO of Mizuho Bank, Ltd.

During the meeting the IBA’s executive summarized the significant achievements over the year, including strengthening the IBA’s presence among key decision-makers, expanding dialogue with regulators in Japan and overseas, offering more specialized training programs and member services, and providing input on the elaboration and implementation of the FSA’s Better Market Initiative. The IBA’s Banking Sector Committee held its third “General Managers’ Meeting and Reception” on February 21 at Standard Chartered Bank’s Priority Banking branch in Marunouchi. 40 people including 24 GMs attended the meeting which featured a keynote address by Mr. Ryozo Himino, Director of the Banks Division I of the FSA’s Supervisory Bureau. Mr. Himino discussed the gap in profitability of Japanese banks compared to their international peers, and raised ten hypotheses as to why this may be the case. A lively question and answer session followed.

After the speech, 75 people attended a reception for GMs as well as other senior IBA member bankers, and senior officials from the FSA, BOJ, METI and SESC.

The opportunity for IBA member bankers and senior government officials to speak directly to one another in such an environment proved extremely constructive and was a positive step towards attaining the IBA and FSA’s goal of improving dialogue.

The IBA’s Banking Sector Committee held its General Managers meeting on February 27, at the Marunouchi Branch of Standard Chartered Bank. The event featured a keynote address by Mr. Toshihide Endo, Director Banks Division I at the FSA’s Supervisory Bureau. Mr. Endo, who is responsible for the supervision of foreign banks and major Japanese banks, provided member firm GMs with an overview of the FSA’s supervisory approach. Mr. Kono discussed the global financial crisis, lessons from Japan’s recent experience and international measures to improve and enhance the regulatory framework. Summary

The IBA held its 27th Annual General Meeting (AGM) on November 29 at the Imperial Hotel in Tokyo, welcoming nearly 80 senior executives from member firms, primarily CEOs, GMs and department heads.

Before the start of the official proceedings, Mr. Katsunori Nagayasu, Chairman of the Japanese Bankers Association (JBA) and President and CEO of the Mitsubishi UFJ Financial Group, gave a special address. Mr. Nagayasu had last addressed the IBA at the 2009 AGM.

During the formal meeting, the IBA’s leadership summarized the significant achievements over the year, including: serving as a key information hub for members after March 11 in regard to BCP, crisis management and best practices; being invited to make presentations to the government on areas for further reform; managing the IBA’s finances in a prudent manner; organizing many presentations by regulators and experts; and increasing attendance at events overall by 13% this year.

During his remarks, IBA Chairman, Mr. Paul Kuo, announced that he would not stand for re-election. He expressed his appreciation to his IBA colleagues for their support over the years. On behalf of the IBA, the newly elected Chairman, Mr. Jonathan Kindred (formerly IBA Vice Chairman for Member Services), thanked Mr. Kuo for his dedication and commitment to the association.

Following the formal meeting, Mr. Ikko Nakatsuka, Senior Vice Minister for Financial Services, gave a special address. In his first speech to the IBA’s membership, Mr. Nakatsuka discussed the European debt crisis and the progress of efforts to reform the international financial regulatory framework. While he expressed Japan’s support for the discussions, he cautioned that it is important to find an appropriate balance so that financial institutions can support economic growth. He also emphasized the importance of furthering connections across Asia with Asian financial authorities and financial market participants in order to strengthen the financial sector both in Japan and Asia.
