We are pleased that senior staff from CFTC will give a presentation to IBA Japan and JFMC members on their current work priorities and also set out their new regulatory approach to cross-border activities.
Mike Gill (Chief of staff to the CFTC Chairman and COO) and Eric Pan (Director of International Affairs) will give a presentation which will cover:

• Project KISS: an initiative seeking suggestions from the public for streamlining and simplifying the Commissions’ regulations and practices
• Swaps Reform 2.0:  a white paper assessing the implementation, strengths, deficiencies and potential improvements of the CFTC’s current implementation of swaps reform.
• Harmonization activity between two US securities regulators: the CFTC and SEC.
• CFTC’s international priorities, including a re-evaluation of its approach to the regulation of cross-border firms and transactions.

Mike Gill

Mike Gill is Chief of Staff and Chief Operating Officer of the U.S. Commodity Futures Trading Commission (CFTC). He represents the agency at deputy meetings of the U.S. Treasury Department's Financial Stability Oversight Council (FSOC), as a senior staff member to the FSOC's crypto-currency works streams, and at IOSCO board meetings. In his role as Chief Regulatory Reform Officer for the CFTC, Mike seeks to optimize the rules, lead an agency-wide review of its rules, regulations, and practices and work to make them simpler and less burdensome. He is also responsible for coordinating work with the U.S. Securities and Exchange Commission. Previously, Mike was an attorney with Crowell & Moring, LLP, where the majority of his work was concentrated in the energy and financial service sectors.

Mike is a licensed practitioner of both the Washington, D.C., and Maryland Bars. He received his B.A. in Economics from the University of Dayton, a Master’s degree in Government from The Johns Hopkins University, and his J.D. from The Catholic University of America. Mike, his wife Kristina, and their three children Sean, Brian and Annika live in Washington, D.C. 

Eric Pan

Eric J. Pan is the Director of the Office of International Affairs at the CFTC. Eric oversees all CFTC international initiatives and represents the CFTC in international bodies, including the International Organization of Securities Commissions (IOSCO) and the Financial Stability Board (FSB). He is responsible for the CFTC’s engagement with non-US regulatory counterparts, including those in Europe, China, India and Japan, and manages the development and governance of international workstreams involving the CFTC. Eric also chairs a variety of committees and has represented the CFTC in the IOSCO Board and in international workstreams related to topics including, fintech and regtech, central clearinghouse regulation and supervision, trade reporting and margin regulation.

Before joining the CFTC, Eric was Associate Director for International Regulatory Policy at the U.S. Securities and Exchange Commission, recruited in 2011 from academia to assist in the implementation of the Dodd-Frank Act and the G-20 reforms. Before entering government service, he was a professor of law, director of a centre on corporate governance, and lawyer in private practice. Eric received his A.B. in Economics from Harvard College, M.Sc. in European and International Politics from the University of Edinburgh, and J.D. from the Harvard Law School. He is a member of the American Law Institute.
